Why MergeOn
Turn the knowledge you already have into governed context AI can use.
Policies, procedures, manuals, regulations and operating documents were written for people — not AI.
MergeOn Document Intelligence transforms them into structured Tier-3 Review Packs, preserving meaning, relationships, dependencies and source context. Accepted knowledge can then be governed in the Knowledge Center and supplied to AI at execution.
Better context. Less repeated processing. More efficient AI execution.
Explore Governed Knowledge →Wherever critical knowledge, policy and AI execution have to work together.
Govern policies, controls, product rules and regulated decisions while keeping AI execution traceable.
Healthcare & Life SciencesTurn clinical, operational and regulatory knowledge into governed context while protecting sensitive information.
Logistics & Supply ChainStructure customs, trade, food, agriculture, transport and supplier requirements so AI can work from the right rules for the activity.
Legal & Professional ServicesTransform contracts, precedents, policies and matter knowledge into governed context with source-level evidence.
Industrial & Critical OperationsGovern procedures, technical documentation, safety requirements and operational knowledge across complex environments.
Public Sector & Defense Supply ChainControl how sensitive policy, procurement, compliance and operational knowledge participates in AI-enabled activity.
Build on MergeOn
The application asks for a business outcome. The Runtime governs how it is produced.
An integration calls a published Business Capability rather than a model endpoint, so knowledge, policy, protection, human authority and evidence stay part of the activity instead of becoming your problem to rebuild.
Everything below describes the contract you build against and the architecture behind it.

Know where you stand
Most organizations do not have an AI problem. They have a clarity problem.
Before deciding what to build, it helps to establish what your organization already believes about ownership, governance and decision-making — and where those beliefs disagree with each other.
Start with an honest read of where you are. Everything else follows from it.

Put human authority where AI cannot decide alone.
Some operations should not proceed on AI authority alone. MergeOn makes human approval an explicit condition of governed execution — connecting the decision, the person who made it and the authority it granted to the operation that follows.
AI may request. A person may authorize. MergeOn governs what happens next.
Approval is not a side workflow. It is part of the operation.
When a governed operation reaches a decision that requires human authority, the approval is not treated as an informal review outside the execution path.
The operation remains subject to that authority requirement. The resulting human decision can then form part of the governed execution context and evidence.
Request
The governed activity reaches a decision requiring authority.
Authority required
The applicable control requires a human decision before the operation may proceed.
Human decision
The authorized person approves or refuses the requested operation.
Governed execution
Only the operation permitted by the resulting authority may continue.
Evidence
The relevant decision and authority context can remain connected to the governed operation.
The person is not advice to the AI. The person is authority over the operation.
A model can recommend an action. A workflow can ask for review. Neither is the same as requiring human authority before governed activity may proceed.
MergeOn separates the participant requesting an outcome from the authority permitted to approve it.
Request
AI, software or another participant may request an operation.
Authority
Where required, a human decision determines whether the governed operation has authority to proceed.
Execution
The resulting operation remains governed by the controls and authority in force.
Know who authorized the operation — and what they authorized.
Where human approval forms part of governed execution, the decision does not have to disappear into email, chat or an external review step. The relevant approval context can remain associated with the operation it governed.
See when human decision-making starts constraining the organization.
Human authority creates an operational dependency: decisions still have to be made by people.
MergeOn can surface the organizational effect when approval responsiveness, available evidence or other observed conditions begin affecting governed activity — so human oversight does not become an invisible bottleneck.
Govern the decision. Observe the consequence.

THEMIS uses governed operational evidence to surface changing organizational conditions, including where approval behaviour is affecting the operating state.
Automate what can run. Reserve authority for what should remain human.
Human approval should not mean placing a person in front of every AI operation. The control belongs where the business determines human authority is required.
That allows governed automation to continue while preserving explicit human decision rights for the operations that warrant them.
Automated
Governed activity that does not require human authority can proceed under its applicable controls.
Human-governed
Activity requiring human authority waits for the applicable decision.
Evidenced
Where approval forms part of the operation, its relevant context remains connected to what happened.
Require it. Decide it. Evidence it.
Policy & Protection
Determines when governed activity requires human authority.
Human Approval
A person provides the required authority for the governed operation.
Golden Thread
Connects the relevant decision and authority context to execution evidence.
THEMIS
Surfaces when approval behaviour and other governed evidence are affecting organizational state.
