Individual executions, approvals, policy decisions, protection events and evaluation results each describe part of the operating environment. Leadership does not need another stream of events.
THEMIS reasons over the governed evidence available to it and surfaces the organizational conditions that matter — what is holding, what is changing, what is deteriorating and where the evidence is not yet strong enough to conclude.
Fact and inference should never look the same.
A system becomes dangerous when a projection, interpretation or incomplete conclusion is presented with the same certainty as something directly observed. THEMIS keeps that distinction visible.
Where a condition is supported directly by available evidence, it can be identified as observed. Where THEMIS is reasoning beyond direct observation, that distinction remains explicit. Where the evidence is insufficient, the absence of evidence is itself visible rather than hidden behind a confident-looking score.
